seriously no matter his circumstances if he were truly interested he would let nothing stand in his way ---- i did not read it all because "signs" mean nothing --- its what he does that matters ---- he knows you are interested and he has done nothing concrete so i would suggest he is not going to do anything ---- maybe the reason he is still single is more to do with poor social skills than his other problems ---- is suggest keep him as a friend but move on and look for another romantic relationship --- best wishes
